Obituary

On July 11, 2026, William Clark Ensor, III, passed away peacefully in Timonium, Maryland.

Born to the late William Clark Ensor, Jr. and the late Jessie Elizabeth Ensor (nee Gill), Bill was a man deeply devoted to his family, his faith, his profession, and his community.

He was the beloved husband of Patricia "Patty" M. Ensor (nee Hudson) and the devoted father of Jennifer E. Brooks, Elizabeth E. Collora and her husband Keith, and William Clark Ensor, IV and his wife Jennifer. He was the cherished grandfather of Spencer G. Brooks, Reece W. Brooks, Caroline E. Brooks, Lewis A. Collora, Dylan J. Collora, William B. Ensor, and Clark S. Ensor. He is also survived by extended family, dear friends, and his Greater Grace Church family, who held a special place in his heart.

Bill joined Maryland Paving Inc. in March 1981 under the guidance of his uncle, George Palmer, beginning his career managing the Aberdeen plant. Over the next 33 years, he made an extraordinary and lasting impact on the company and the asphalt industry. Through his leadership, vision, integrity, and unwavering commitment, Bill rose to serve as President of Maryland Paving, helping guide the company's growth while earning the respect and admiration of those who worked alongside him.

Bill was a highly respected leader in the asphalt industry, dedicating his time and talents to numerous local, state, and national organizations. He served as a board member and executive team member of both the Harford County Contractors Association and the Baltimore County Contractors Association, as well as a board member of the Harford County Chamber of Commerce. He also served on the Board of Directors of the Maryland Transportation Authority.

A devoted member of the Maryland Asphalt Association for many years, Bill's contributions were recognized through his appointment as a Life Board Member. He served in numerous leadership roles on the Executive Committee, including Chairman, and was later honored as Emeritus of the Board in recognition of his years of service and dedication.

Bill's influence extended beyond Maryland through his involvement with the National Asphalt Pavement Association (NAPA). He served as Maryland State Advisor from 2003 to 2008 before joining NAPA's Board of Directors in 2008. Throughout his tenure, he generously shared his expertise through numerous engineering and technical committees, subcommittees, and task forces. He served as Chairman of the Engineering Advisory Council from 2006 to 2013 and later served on the NAPA Research and Education Foundation (NAPAREF) Board of Trustees from 2012 to 2015.

In 2014, Bill was honored to serve as Chairman of NAPA, a reflection of the respect and trust he earned throughout the industry. Following his term, he continued to provide guidance and encouragement as a member of the Past Chairmen's Council. In 2016, NAPA recognized Bill as a Life Member, honoring his lifelong commitment, leadership, and lasting contributions to the asphalt profession he loved.

Beyond his professional accomplishments, Bill found great joy in the outdoors and in preserving the history he cherished. He enjoyed sporting clays, a passion he shared with his father, and was widely regarded as an excellent shot. He also followed in his father's footsteps as a collector of antique tractors and trucks and was a proud supporter of the Maryland Steam Historical Society, where his father was one of the founding members.

Bill was deeply devoted to his Christian faith and faithfully served as a board member of Christian Farmers Outreach, an organization committed to planting the seeds of the Gospel of Christ. Through this ministry, he worked alongside missionaries from around the world, helping share the message of God's love and hope with others. His faith was a guiding force throughout his life and was reflected in the way he served and loved others.

Bill's life was defined by faith, family, leadership, service, and a genuine commitment to the people around him. His dedication to the asphalt industry, his years of service, and the friendships he built throughout his life leave a lasting legacy. He will be remembered with deep respect and affection by all who had the privilege of knowing him, and the impact of his life will continue through the many lives he touched.

The family will receive friends at Ruck-Towson Funeral Home, Inc., 1050 York Road, Towson, MD 21204, on Friday, July 17, 2026, from 2:00 PM–4:00 PM and 6:00 PM–8:00 PM.

A celebration of Bill's life will be held at Greater Grace World Outreach on Sunday, July 19, 2026, with the service beginning at 1:00 PM.
