Obituary

Dr. Hollis Seunarine, age 90, of Cockeysville, passed away peacefully at home surrounded by his family on April 26, 2025. Dr. Seunarine or "Doc" as most people knew him, is survived by his beloved wife of 45 years, Eileen, and his sons Karlawan (Michelle), Jai (Debra), Ravi (Charmaine), and Sanjay, and his daughter Trina (Kaleb Kiss). He was a loving grandfather to his grandchildren Karlawan Jr. (Nichole), Ken (Kate), Kahlil, Joshua, Jeremy, Cree, Tate, Aidan, and Arthur. Dr. Seunarine was preceded in death by his daughter, Indra, and all his siblings Shirley, George, Roy, Claude, Carl, Gerald, Myra, Dora, Ivy, Muriel, Marge, Stella, Babs, and Sonya.

Dr. Seunarine was born in Trinidad to Seunarine Maharaj and Cowsillian Beharry. He grew up in Point Fortin and attended Naparima College where he excelled academically. Ultimately, he earned a scholarship to attend Howard University in the United States where he graduated with honors with his Bachelor of Science in Chemistry. While an undergraduate at Howard University, he worked on experiments relating to radiation in the Van Allen Belt in support of the Apollo Space Program. Dr. Seunarine went on to earn his Medical Degree from Howard University and completed his residency at Provident Hospital in Baltimore.

One of Dr. Seunarine's proudest moments was when he took the oath to become a United States citizen. His patriotism has also been instilled in his children and grandchildren. His son Karlawan served in the US Navy and many of his grandsons are actively serving including Tate Blackburn Seunarine USNA 2C, Joshua Lokke Seunarine US Navy, and Jeremy Lokke US Air Force.

Dr. Seunarine practiced Family Medicine in Baltimore serving the poor and underserved. In fact, Dr. Seunarine was one of the first physicians to see Medicaid patients after President Johnson signed the Civil Rights Act in 1964. The new law not only ended segregation and discrimination; but also created the Medicaid Program which ensured access to medical care for the poor and disabled.

Dr. Seunarine was the Founder, Executive Medical Director, and President of Jai Medical Center and Jai Medical Systems. For more than 50 years, and for generations of families, Jai Medical Center has served the primary care needs of the Baltimore Community through its six locations. Jai Medical Systems is a Medicaid Managed Care Organization participating in the Maryland HealthChoice Program that serves approximately 27,000 people throughout the State of Maryland. For over 28 years, Jai Medical Systems has established itself as one of the highest rated managed care organizations for quality. In addition, Jai Medical Systems is accredited by the National Committee for Quality Assurance (NCQA) and is the only MCO to receive a rating of 5 out 5 from NCQA for six years in a row.

Throughout his career, Dr. Seunarine was a pioneer in primary care and a visionary in health care. His primary care model is one that supports medical compliance and is currently being emulated throughout the country. In addition to practicing medicine, he enjoyed building and designing state-of-the-art medical centers to serve the community and his patients. In 2005, he opened a new state-of-the-art medical center which he designed in the heart of the Park Heights Community.

Dr. Seunarine was cherished by his patients and admired by his colleagues. In 2016, Dr. Seunarine was recognized by the Maryland Department of Health for his more than 50 years of service in the Maryland Medicaid Program. At this time, he received the Maryland Medicaid Distinguished Service Award for being a staunch advocate for Maryland Medicaid and the uninsured. In addition, he has testified countless times in front of the Maryland legislature to advocate for the poor and disabled and to ensure that people covered by Medicaid suffering from Hepatitis C could access lifesaving treatment to cure them of their illness.

Dr. Seunarine loved the State of Maryland and Baltimore. He enjoyed gardening, boating, flying kites, playing the harmonica, fishing, and flying rockets. He was a devoted husband, an adoring father, and a loving grandfather. Later in his life, he and his wife restored a working farm on which he raised sheep, goats, alpaca, chickens, and a horse.

Dr. Seunarine attended Church at St Michael and All Angels where he served as Senior Warden and also regularly attended services at St Stephen's Anglican Church.

Visitation will be held at the Ruck Towson Funeral Home, 1050 York Road, on Thursday, May 1st, from 2pm to 4pm and 6pm to 8pm. A celebration of Dr. Seunarine's life will be held on Saturday, May 3rd, at 10am at the Church of St. Michael and All Angels, 2013 St Paul Street, Baltimore, MD 21218.
